Adding download option

Update version number in setup.py to 0.24

Add default model to download in config.ini (let's start with plwn_dump_27-03-2018.sqlite - we'll change it in a future)

It should be possible to download model like this:

import plwn
plwn.download(optional_name)

You need to adjust __init__.py in plwn/ directory

Mention in README.md that you can now download models using this command
