Building WCCL in Ubuntu 18.04 with ICU 60 and new Boost

1. Missing standard declaration in swig/CMakeLists.txt
2. error: cannot convert ‘boost::shared_ptrWccl::Bool’ to ‘bool’ in return (simply add .get())
